Fruity Condoms & Government Waste?

This strikes me as pretty silly. While there may be legitimate disagreements about whether or not to supply inmates with condoms it should make no difference at all whether the condoms are flavored or not. It's not like flavored condoms are unreasonably more expensive than normal condoms. There is obviously a lot more behind this story than the article reveals.
